The three-class e-bike framework was developed by PeopleForBikes and first codified into law in California in 2015. Since then, more than 40 states have adopted it in some form, though implementation varies — which is part of what makes this confusing. The system was created specifically to distinguish e-bikes from mopeds and electric motorcycles under state vehicle codes, giving cyclists and regulators a shared vocabulary.
Before this framework, e-bikes existed in a legal gray zone. Manufacturers were selling bikes with motors up to 750W and speeds over 28 mph with no consistent regulatory category. The class system locked in a 750W continuous motor ceiling and created speed-based tiers that map onto existing infrastructure rules. Understanding where the system came from helps explain why the rules are what they are — and why they vary by state.
Class 1 e-bikes provide motor assistance only when you’re actively pedaling, and the motor cuts off once you hit 20 mph. There is no throttle. That’s the complete definition. If you stop pedaling, the motor stops. Most Class 1 bikes use a torque sensor — like those found on Specialized, Trek, and Cannondale’s trail-oriented models — which reads how hard you’re pushing and responds proportionally. This feels the most natural of the three classes.
Why does this matter? Class 1 is the most universally accepted class across the US. It’s permitted on the widest range of infrastructure, including many natural-surface trails that ban other classes. The tradeoff is that you actually have to pedal — no freewheeling on motor power alone.
Class 2 e-bikes include everything in Class 1 — pedal assist up to 20 mph — plus a throttle that propels the bike without pedaling. The speed ceiling stays at 20 mph regardless of which mode you use. Throttles are typically either thumb-operated or twist-grip style, and they draw significantly more current from the battery, which reduces your range compared to pedal-assist mode at equivalent speeds.
The throttle is genuinely useful in specific situations: pulling away from a stop in traffic, climbing a short steep pitch when your legs are already cooked, or riders with joint issues who can’t sustain constant pedaling. Class 3 is the speed-focused tier. Pedal assist extends to 28 mph — 40% faster than Classes 1 and 2.
